Qualifications
Responsibilities and Duties:
- Degree in law from a Russian institution
- Minimum of 5 years legal or law related experience in Russia
- Proficiency in English
- Additional legal work experience or legal education outside of Russia, and demonstrated knowledge of the US legal system is preferred, although not necessary. This can include an LLM from an American law school, working for a law firm outside of Russia, or an internship outside of Russia.
- Some previous experience with USAID or other bilateral or international organizations is preferred, although not necessary
- The ability to establish good working relationships with Russian government officials
- Proven managerial skills
- Excellent oral and written communication skills
The Deputy will be the principal advisor on Russian laws and the Russian legal system, and will be primarily responsible for ongoing relations with the Russian counterpart organizations. The Deputy will also act as the COP, in the latter's absence.
An important objective of the project is to assist the Russian judiciary and its institutions develop the capacity to implement reforms with diminishing outside assistance. Therefore, an important goal and responsibility of the Deputy will be to identify and tap into Russian entities and individuals which can become further involved in the reform process, and assist them and seek their assistance through dialogue, training, and exchanges.
Short-Term Professional Staff
Various short-term consultants, Russian and non-Russian, will be required during the term of the contract. These consultants will provide technical expertise not available from the long-term technical advisors, or will supplement technical services when the volume of requirements exceeds the capabilities of the resident team.
Given the focus of this project, short-term assistance may involve judges, lawyers, court administrators, judicial educators, and automation experts, in areas such as court management, caseload management, court automation, judicial education, training of trainers, and judicial ethics.
Support Staff
The contractor will require an administrative support staff, and should specify as nearly as possible its composition. Support staff can include an office manager, a secretary, an accountant, and other individuals deemed necessary for the proper functioning and administration of this project. The hiring of a Russian accountant, highly knowledgeable of Russian tax laws and financial requirements is recommended, given the complexity of Russian laws as related to assistance organizations. However, given the limited resources available, the composition of the office should be planned on a most efficient and effective basis.
