1. Our Center helps and coordinates work of non-government organizations in
Arkhangelsk Oblast. Could you please send us information about similar centers in the States? We want to learn about their work and, if possible, to
establish some sort of cooperation.

2. I extremely need your help. Please, send me copies of the Congress decisions on
the issue of the determination of chemical weapons in Russia, especially in Maradycovo arsenal of the Kirov Oblast. Our government is going to do
outrageous things here and says that it does it according to the agreement with Americans and some decisions of the Congress. It sounds
weird and suspicious, but that is what they say. However, I was not able to get those
documents in Russia.) The project, at least in its current form, is extremely dangerous and we are fighting against it. It would be good to know exactly
what those Russian-American agreements were about. Please help, you will do a good thing and help lots of people.

3. I am working on a website for Russian human and civil rights movement and
search for means to develop it. Could you please send me contacts of the American organizations that could provide consultant and/or financial help?

4. We are the Krasnoyarsk division of the International Socio-Environmental
Union. There are more than 19 NGOs and 300 members in the division. Our mission is
to unite environmental groups in the region to protect environment
and living creatures. Our main problem is the lack of financial resources. We
also need consultant and informational support for our newspaper, Environment of the Krasnodar
Region, and a web-site, http://webcenter.ru/~seuzubov. We are
very grateful to you for you valuable information and would like to ask you if you could also send us information about similar organizations in the United
States as well as addresses of the international organizations that provide
financial support for projects like ours.

5. I represent the School of Young Ecological Inspectors. The project aims at
strengthening the public ecological control (monitoring) in Russia. This project
is to be implemented by NGO Siberian Environmental alliance (S.E.A). We need American partners with similar experience for the project. Please, let us
know about such organizations. We can cooperate on many directions.

6. Our organization, Community Foundation of Kaluga, is working on
the gathering of the local recourses for solving local social problems. Besides that, we are
trying to promote the idea in other regions as well. Our ultimate goal is to create a web of Community Foundations in Russia. So we have a big request for
you. Please, help us to establish connections with Community Foundations in the United States. We also would be very grateful if you could provide any
information about the history of Community organizations in your country.

hourly-based payment for telephone use. It will be a disaster for many not-so-well-off citizens.

The project IC Russia started last summer. It publishes a regular e-mail newsletter Washington-Online that provides Russian subscribers
with news and analytics about US-Russian relations and the situation in Russia. The staff of The Washington-Online gathers, sorts and
translates into Russian news and analytics from a variety of American organizations and sends it two-three times a week to the subscribers
in Russia.
IC Russia says of itself: "We fulfill a unique informational niche. As far as we know, it is the first and still the only
Russian-language e-mail publication from the Unites States in Russia. It is very convenient for the end users because it is regular, free
of charge and copyright-free, in publishing-ready form and does not require Web-searching that is very expensive in Russia. Plus, unlike
many media, Washington-Online is has a truly countrywide distribution and influence."
Washington-Online provides information on a variety of topics, including: human and civil rights, environmental movement, economic
and social situation in the countries of the former USSR; Arms-control and non-proliferation; American politics towards Russia
and other countries of the former USSR, US-Russia relations, US-Russia programs of cultural exchange.
To provide its subscribers with a variety of official and non-official opinions, Washington-Online uses a number of different
sources of information: American Congress and Administration, think tanks and centers of Russian studies, American, Russian and NIS Media
and non-government organizations working in the field of environmental and arms control and civil and human right.
Washington-Online also publishes articles of its experts. However, it
does not comment on the opinions of the sources, allowing the subscribers to make their own judgments.
Washington-Online has about 4,000 subscribers. It has very strong distribution in Russian province: About 75 percent of the subscribers
live outside Moscow and St. Petersburg.
The structure of the subscribers is also very diverse. Among them:
