The Outlook for Freedom conference will take place in Budapest, Hungary from September 4th-6th, 1998. The goal of the conference is to bring together the human rights community, technology industry, and government leaders from around the world to explore the Internet's potential to promote civil society and the means for protecting freedom of expression and privacy issues in the new medium.

In addition to a series of seminars regarding the Internet's role in sustaining a civil society, preserving freedom, and protecting privacy, technical training on Internet use will be offered to nongovernmental organizations (NGOs). The tentative agenda includes:

• Secure Communications for Human Rights Workers Using PGP

Day 1: Human Rights Online: Censorship & Media Regulation

• Application of International Human Rights Freedom of Expression to the Internet
• Various Media Regulation Models on Freedom of Expression Online
• European Union Approaches to Internet Content Regulation
• Electronic Surveillance Laws in CEE and their Application to the Internet
• The Right to Encrypt: Protecting the Right to Speak Privately Online

Day 2: Promoting Civil Society Through the Internet:
Internet Access, Government Information & the Net's Potential For Strengthening Democracy

• Affordability and Accessibility of Internet Access
• Government Information Online and other means to Promote Democracy Through the Net
• Case Studies of NGO Participation in Internet Policy Making
