Eurasia Foundation Positions

 

The Eurasia Foundation, an international non-profit organization supporting political, economic and communications development in the Newly Independent States of the former Soviet Union, is seeking to fill the following newly created positions for their Washington, DC headquarters office:

Internal Auditor

Primary responsibility is to monitor and advise management on its internal control operations and compliance with USAID grant requirements. Candidates must have CPA certification, 2 years audit experience and Russian language skills. Knowledge of OMB Circulars and experience with USAID contracts preferred. 30-40% travel to the NIS regions to conduct on-site inspections of field office records.

Field Accountant

Responsible for coordination and liaison of accounting data between its DC headquarters and field offices located in the Former Soviet Union. Candidate should have a college degree preferably in business or Russian language. Field experience and Russian language skills required. 50% Travel to NIS regions.

Senior Program Officer

For private sector programs is responsible for grantmaking and program development in the area of private enterprise development. Requirements include: a graduate degree in a relevant field such as business or economics, 5-7 years work or study experience in the NIS, work experience with NIS technical assistance programs, and Russian language fluency. Some travel required.

Human Resources Assistant/Archivist

Supports the department's daily functions. Responsibilities include: employee file maintenance, assisting with administration of benefits programs and recruitment efforts both Domestic & International, organizational record keeping and other HR projects. Ideal candidate must have proven ability to handle confidential information, excellent organizational and communication skills. Requirements: undergraduate degree or at least 2 years equivalent human resources experience, proficiency in MS OFFICE, and experience in PayAmerica Liberty HRIS a plus.

Contracts Administrator

To direct all administrative support functions for the office including reception, document distribution and information technology systems. Responsibilities include but not limited to procurement, negotiating contracts and agreements with vendors and administering organization's business insurance package. Requirements: Bachelors degree in business or related field, 3 years minimum experience in procurement and contract administration, strong communication and written skills, and proficiency in MS OFFICE. Knowledge of USG procurement regulations and OMB circulars for non-profit organizations a plus.

Systems Manager

Responsible for the management of the Foundation's Windows NT Network and oversight of the computerized grants management system as well as all other software applications for the small office in DC (30 plus users). In addition to being responsible for maintaining all of the Foundation's office equipment such as phone systems, copiers, fax machines, etc., this individual will also be responsible for the general oversight of the systems in the Foundation's field offices throughout the NIS. Requires a minimum of 3 years experience in managing a Windows NT LAN as well as a proactive approach to organizational needs and customer service. Strong Windows NT 4.0 skills are essential. A good working knowledge of Windows 95/98, MS Office, Internet Explorer, and MS Outlook is imperative. MS SQL Server, Systems Union/SunSystems and Exchange Server experience is a plus. Ideal candidate should have significant experience in a management capacity and the ability to oversee multiple complex projects at once.
