Regional Director / Saratov

The Eurasia Foundation, a privately managed, nonprofit grantmaking organization funded by USAID and private donors, is seeking resumes from individuals qualified to fill the following position in Saratov, Russia:

Regional Director. Under the supervision of the Vice President Grant Programs, this individual will serve as the Eurasia Foundation representative, decision-maker, and spokesperson in Saratov. Previous professional, managerial, supervisory and analytical experience in the former Soviet Union, familiarity with USAID grantmaking procedures, fluency in Russian, and strong computer skills required. Salary based on experience with good benefits for individuals with appropriate qualifications.

Position 2

Organization: Eurasia Foundation
Title: Country Director, Baku, Azerbaijan
Reports to: Vice President for Grants

Position Summary

Under the supervision of the Vice President for Grants, the Country Director directs the work of a country Field office. The individual serves as the Eurasia Foundation representative, decisionmaker, and spokesperson in the region.

Principal Duties and Responsibilities
1. Responsible for the overall work of the Foundation's regional office in all of the following areas:
Personnel and Administration
� Manages the day-to-day operations of the office
� Recruits, trains and supervises local staff, evaluating staff performances and acting on personnel and performance issues
� Prepares job descriptions for all local staff
� Appoints advisory board and expert panel members
� Identifies and arranges for appropriate office accommodations, negotiating contracts for leases and improvement of office spaces
� Oversees the procurement of goods and services
� Oversees compliance with the Foundation's personnel policies and procedures.

Accounting
� Establishes and manages the budget for the office; provides financial reports as requested; assists and oversees response to independent audits
� Develops and monitors administrative and grant budget for core program
� Checks and approves all travel and general expense reports
� Reviews and approves all financial forms (bank wires, payroll reports, tax documents); oversees adherence to accounting policies and procedures

Grants Management
� Reviews, approves and signs all grant agreements
� Reviews and approves grant payment forms
� Reviews and edits monthly grant management reports
� Addresses issues related to problem grantees
� Oversees grant evaluation process
� Encourages coordination among EF grantees
� Assures compliance with grants management policies and procedures

Fundraising and Outreach

� Meets with US, European, and NIS donor organizations, foundations, companies and USAID local offices/ missions
� Conducts press conferences, television and radio interviews
� Drafts press releases and success stories
� Writes and edits the English edition of the quarterly newsletter
� Attends appropriate conferences, round table discussions and meetings
� Prepares regional materials for DC publications
� Develops proposals for funds from other external sources
� Coordinates with other donors and foundations; prepares documents or reports for the local USAID missions as required
� Provides up-to-date information on the current situation and the needs of the region; coordinates with the other Eurasia Foundation regional directors as appropriate.

Programs
� Seeks and develops grantmaking opportunities in the areas of management training, economics education, privatization and business development, and democratic reform.
� Develops, implements and manages targeted program initiatives for region
� Advises program staff on proposals and inquires
� Reviews and signs regret memorandums for regretted projects
� Reads and approves all proposals which have been recommended for funding
� Decides on small grants within Foundation guidelines
� Designs and executes a regional program strategy for each fiscal year
� Shares information on programs and events in region to assist DC staff to develop projects and programs
� Advises on partnership proposals for other projects within the region.

Qualifications
Education: Educational attainment should be to the level associated with the achievement of a master's degree, preferably in the area of public policy, economics, or business management.

Experience: Professional experience may be in business, nonprofit, or government sectors. Previous field experience in the former Soviet Union is required.

Other: Fluency in written and spoken English and the relevant indigenous NIS language is required. Strong computer skills are required. The individual must give evidence of capacity to play a leadership and decisionmaking role as the representative of the Eurasia Foundation, as well as the ability to live for prolonged periods in a stressful and chaotic environment.
