Project Manager for Local Environmental Action Plan Program in UkraineCounterpart International is seeking a qualified individual to work as the Project Manager for a proposed Local Environmental Action Plan (LEAP) Program for Ukraine. The USAID-funded LEAP Program will raise environmental awareness, promote public participation in environmental decision-making, and encourage feasible, cost-effective solutions to environmental problems at the local level in Ukraine.
The Project Manager (PM) will be located in Kyiv, Ukraine. The PM will direct and oversee all work performed under the LEAP program, including overseeing training activities; cultivating and maintaining effective working relationships with relevant Ukrainian local officials, NGOs, other USAID implementers, and other donors; overseeing personnel; and ensuring the overall quality, cost and timeliness of LEAP activities. The PM will be expected to travel extensively to Ukrainian LEAP demonstration communities and to other sites in Ukraine for project management and coordination purposes. Some travel to other CEE/NIS countries may be required.
The PM must have experience in implementing community-based environmental projects in Central and Eastern Europe or the NIS. The PM must be able to manage projects dealing with many complex environmental, social, and economic issues related to local environmental management. The PM must also have strong interpersonal skills to deal with a broad network of Ukrainian and international experts and officials. The PM should be fluent in English and Russian and/or Ukrainian.
