The Center for International Understanding (CIU) is looking for candidate(s) to include in a competitive bid proposal for a USAID-funded training program for participants from Azerbaijan. The program is implemented by the Academy for Educational Development (AED). In 1998, CIU, in collaboration with Delphi International, conducted two U.S.-based training programs for Azerbaijani community leaders. The current project will build on those U.S. training programs in order to reach a larger number of communities and workers in Azerbaijan. (Note: It should be emphasized that CIU has not been awarded the current program but is bidding on it in competition with other providers.)Program: Community Mobilization and Leadership in Development
Participants will be studying ways to mobilize and develop communities in Azerbaijan. To achieve this goal, this program focuses on training and preparing a cadre of community trainers that will be able to impart their skills, knowledge and experiences to other community leaders and workers. Training of trainers will be an important aspect of this project.
Sites: Azerbaijan, Washington, DC; WV, VA (see dates below)
Participants: Recognized Azerbaijani leaders in an IDP/refugee community, or international/local NGO staff

Part I-February 14-25, 2000 in Azerbaijan Part II-April 17-May 5, 2000 in the U.S. (DC,WV,VA) Part III-June12-23, 2000 in Azerbaijan Part IV-October 16-27, 2000 in Azerbajan
For the Azerbaijan based training, the trainer should plan to arrive the day before the start of training and depart the day after completion of training.
