Eastern Scholar Program

sponsored by the Civic Education Program

CEP's Eastern Scholar Program assists Western-trained East
European scholars by providing them with financial and teaching
resources during their reentry into the educational system in
their home country. The deadline to apply for the 1999-00 Program
Year is 15 February 1999.

Nationals of the countries in which CEP is active (most countries
in Eastern Europe and the former USSR) are encouraged to apply if
they:

* have not held a permanent position at their home university
for more than three years prior to receiving an appointment as a
CEP Eastern Scholar;

* have received academic training at a Western-accredited
university, preferably having received at least a Master's degree
abroad in the field of art history, economics, education,
European studies, history, international relations, law, library
science, political science, public administration, public policy,
psychology, sociology or social work;

* have a serious commitment to teach and conduct research as a
permanent university-based scholar in their home country
following their association with CEP;

* are able to establish a teaching position at a university in
their home country;

* are able to speak and write fluently in English.

While CEP provides some assistance to an Eastern Scholar, it is
unable to work with those scholars who do not have the commitment
of their host university. Host universities must agree to hire
the Eastern Scholar as a full-time employee and accord the
Eastern Scholar with all the benefits normally associated with
that employment, including a standard number of hours of teaching
per semester, classroom and office space, and a salary equivalent
to that of the Scholar's peers. In practice CEP is rarely able to
place an Eastern Scholar in a department where that Scholar is
not previously known. Successful placement of an Eastern Scholar
depends, in almost all cases, on an existing link between the
Eastern Scholar and the institution.

Eastern Scholars receive the following benefits from CEP:

* Inclusion in CEP's network of scholars (over 180 Visiting
Lecturers and Eastern Scholars) across the region.

*  Participation in CEP-sponsored in-country events, including
lecturer retreats, student conferences, and regional projects.

* Discretionary academic program funds to create and carry out
projects designed to strengthen the Eastern Scholar's host
department or create collaborative projects with other CEP
colleagues.

* A modest budget for purchasing and photocopying teaching
materials for all courses taught under the auspices of CEP

* Stipend of USD 3000 for the ten months of teaching (in
addition to the monthly salary paid by the host institution).

All Eastern Scholars have a one year contract which is renewable
(subject to a standard lecturer performance review) for up to two
years.

Applications should be submitted as early as possible and can be
mailed or faxed. The deadline for receipt of all application
materials for the 1999-00 Program Year is 15 February 1999.

A complete application package includes:

      a completed application form
      a resume or curriculum vitae
      two letters of recommendation
      one course syllabus
      one short essay
      transcripts or acknowledgement of Western university
      degree(s)
