1) Program Assistant, Academy for Educational Development, Global Training for Development, New Independent States (NIS)
LOCATION: Washington, DC
SALARY RANGE: $25,500 -27,500
RESPONSIBILITIES:
The person(s) in this position will provide daily support to Program Specialist(s) in implementation of the GTD/NIS activities. The Program Assistant(s) will assist the ProgramSpecialist(s) on a program caseload (to be determined) in areas of programmatic, administrative,
logistical and MIS support. Responsibilities include but are not limited to:
Assist the Program Specialist(s) in preparing the RFPD package, including some research, for distribution to potential training providers; develop and maintain training program files including correspondence with providers, GTD/NIS field offices, and GTD/NIS units;
Work with Program Specialist(s) on all program logistical arrangements including air/hotel reservations, meet and greet services, etc.; help to arrange interpreter services as needed; help ensure that arrangements made by training providers on behalf of participants are in line with project standards to be developed;
Assist Program Specialist(s) in program monitoring through regular contact with training providers and participants, through telephone, correspondence and local site visits;
Backstop Program Specialist(s) in maintaining communication with USAID/Washington; GTD/NIS field office staffs; and other GTD/NIS/Washington units;
Process check requests as necessary to disburse funds for program expenses;
Prepare participant orientation packets including tax and health insurance forms, and help ensure that forms are completed and returned; work with GTD/NIS MIS staff to ensure timely entry of participant data entry into USAID/HCD systems;
Prepare packets with program evaluation tools for distribution to training providers and ensure that forms are completed and returned; enter evaluation data into participant database and help prepare final program reports and evaluations as needed;
Enter all participant data information into the participant database in a timely and accurate manner; ensure that the database information is current at all times, and that hard copy participant records are included in the program binder;
Assume duties in the absence of the Program Specialist(s) as assigned; support GTD/NIS project needs as assigned.
REQUIRED SKILLS AND QUALIFICATIONS:
Bachelor's degree required and one to two years work experience;
Cross-cultural communication skills and experience working with a foreign culture preferred; local language capacity desirable;
Excellent computer skills including use of word processing, databases, and spreadsheets;
Proven ability to manage multiple tasks;
Strong organizational skills, including task and time management, interpersonal skills, and strong verbal and written communication ability;
Willingness to assume responsibility, take initiative, be flexible, and play an active role in a team environment.

2) Program Specialist, Academy for Educational Development, Global Training for Development (GTD), New Independent States (NIS)
LOCATION: Washington, DC
SALARY RANGE: $ 31,000 - 34,000
RESPONSIBILITIES:
The person(s) in this position will be responsible for overall development and implementation of training programs under the USAID-funded, Global Training for Development contract and should understand the nature of "training for results" and human resource development in
emerging democracies. The Program Specialist(s) will work with the Regional Coordinator in management of a program caseload (to be determined) and will be assisted by a Program Assistant in the day-to-day activities associated with the training programs which may occur in
the US, the host country or a Third Country. Responsibilities include but are not limited to:
Research program possibilities for US based and third country programs, prepare RFPD's as required and solicit bids from several organizations, evaluate proposals and training budgets to assess the training provider which best meets USAID's specified program objectives and cost guidelines; prepare written recommendation for USAID approval;
Provide additional support as needed to backstop GTD field offices in program development, procurement and implementation of in-country activities;
Conduct training budget analysis and negotiations with the training provider; ensure costs adequately reflect services in the Scope of Work (SOW) and are within established cost guidelines and USAID participant allowances; prepare the program budget worksheet (BWS), final scope of work for program, and develop the Training Provider/Vendor Agreement;
Oversee all logistical arrangements with Travel Agency staff, including air reservations, hotels, meet and greet services, etc.; arrange interpreter and logistical services as necessary; ensure that arrangements made by training providers on behalf of participants are in line with project standards;
Prepare Training Implementation Plans (TIPs) for USAID approval and GTD field office use in conducting pre-departure participant orientations;
Communicate, on a regular and timely basis, with GTD field office staffs; other AED units on matters related to project implementation, and w/training providers;
Prepare purchase order and check requests as necessary to disburse funds in accordance with USAID technical training regulations and AED accounting procedures. Ensure costs of training do not exceed funds allocated by USAID. Work with GTD finance staff to ensure payments are made and participants' records are current; verify Vendor invoices to
ensure program deliverables are completed and submitted; ensure that program costs are allowable and in accordance with negotiated agreement;
Monitor training program progress through direct and regular contact with training providers and participants, through telephone, correspondence, and site visits; ensure program/participant questionnaires are completed and prepare training program reports/evaluations as necessary;
Manage participant data information in a timely and accurate manner; ensure that project database is up-to-date, and hard copy participant records are included in program binder;
Train and supervise Program Assistant. Prepare annual and semi-annual performance appraisals, and annual performance objectives with guidance of Regional Coordinator;
Represent AED at U.S. training institutions and professional conferences as requested or necessary. Conduct training institution site visits as requested;
Assume other duties as assigned.
REQUIRED SKILLS AND QUALIFICATIONS:
Bachelor's degree required; Master's preferred; plus minimum three to six years of work experience directly related to international education and training, experience related to participant training administration preferred; or equivalent combination of education and experience. (Note: candidates must meet requirements of GTD contract-specified labor categories.)
Experience in training program design, development and implementation preferred.
Experience with and/or working knowledge of the NIS preferred;
Russian or other NIS language capability desired;
Cross-cultural communication skills and experience working in a foreign culture or with internationals in the United States;
Experience and familiarity with USAID Participant Training and relevant USG regulations preferred;
Experience with budgeting and procurement preferred;
Excellent computer skills including use of word processing, databases, and spreadsheets;
Proven ability to manage multiple tasks and projects, coordinate activities in multiple locations (US and overseas), and to act decisively in daily work;
Strong organizational skills, including task and time management, interpersonal skills, and attention to detail;
Strong verbal and written communication skills;
Demonstrated ability to take responsibility, take initiative and be flexible, work independently, and play an active role in a team environment;
Supervisory experience preferred.

3) Monitoring and Evaluation Specialist
Global Training for Development (GTD) Project, Newly Independent States (through June 30, 2001 with possibility for continuation)
SALARY RANGE: $31,000 - $37,000
RESPONSIBILITIES:
This position will be placed in the GTD Monitoring and Evaluation Unit, which supports the training
programs conducted in the countries of the former Soviet Union. The primary responsibilities
include:
Review, analyze, and synthesize data gathered from various training and evaluation sources
and prepare final program reports following specific guidelines. Enter evaluation data in
participant database and maintain records and files of all reports.
Participate in the implementation of training monitoring and evaluation instruments. Candidate
will work closely with Evaluation and Monitoring Coordinator in the preparation of statistical
reports and analysis of evaluation data.
Prepare monthly or as needed statistical reports by conducting targeted database searches.
Assist in preparing responses to requests for information from various sources.
Respond to queries or requests from field offices and maintain regular communication with
field staff. Work with E&M Coordinator to ensure that field and home office staff adhere to
project needs for evaluation data.
REQUIRED SKILLS AND QUALIFICATIONS:
Master's degree required plus minimum three years of work experience or an equivalent
combination. Education and experience should be relevant to monitoring and evaluation
systems specifically related to education/training programs, including data collection, analysis,
and report writing.
Excellent research and writing skills in English. Must be able to retrieve, organize, and
synthesize a large volume of information and produce summary reports.
Experience in development work required. Working knowledge of Russian and familiarity with
the NIS region preferred.
Strong computer skills including the ability to retrieve information from databases and prepare
statistical summaries. Proficiency in Microsoft Word for windows and experience with
spreadsheet applications, Lotus or Excel. Ability with graphic programs desirable.
Ability to work independently, anticipate needs, assess priorities, and meet deadlines.
Willingness to assume responsibility, take initiative, and play an active role in a team
environment.
