The American Councils for International Education: ACTR/ACCELS administers academic exchanges for NIS and US scholars who wish to conduct research through the Regional Scholars Exchange Program (RSEP). RSEP is a merit based, open competition for candidates conducting research in the humanities and social sciences. RSEP is a program of the Bureau of Educational and Cultural Affairs, United States Department of State.For Citizens of the NIS:
DESCRIPTION: RSEP supports approximately 90 NIS scholars who conduct independent research at an American university for four-month research fellowships. Applicants should have a good working knowledge of English and have a kandidatskaya degree or be working towards one.
PROVISIONS: Participants in the Regional Scholars Exchange Program will receive round-trip airfare from their home cities to their host universities in the US, a monthly stipend, health insurance, access to libararies and archives, and professional development funds.

ELIGIBILITY: Applicants must be:
DEADLINE: Applications must be received by an American Councils office by November 15, 1999.
- citizens of the NIS who are over the age of 25 and under the age of 55 on November 15, 1999;
- advanced graduate students, university faculty, and scholars at the early stages of their careers, or mid-level faculty who have had few opportunities to conduct research projects at US institutions;
- scholars who demonstrate a specific need to conduct research in the United States in one of the designated fields of study;
- scholars who have a level of proficiency in written and spoken English that is sufficient to conduct independent research and confer with colleagues in the US;
- scholars who have publications in a particular field;
- persons able to receive and maintain a US J-1 visa.
For US Citizens:
DESCRIPTION: RSEP will support 20 twenty US scholars during the academic year 1999-2000 and 8 scholars during 2000-2001 to conduct independent research at universities, institutes, and archives in the Newly Independent States. Research grants are available for either four month or six month periods.
PROVISIONS: Participants in the Regional Scholar Exchange Program will receive round-trip air fare from their home cities to their host universities in the NIS, pre-academic orientation, monthly stipend, health insurance, university affiliation, and access to archives and libraries. RSEP provides no financial support for family members or dependents of program participants.

- US citizens
- Over the age of 25 and under the age of 55 at the time of the application deadline.
- Advanced graduate students, university faculty and scholars at early stages of their careers, or mid-level faculty.
- Holders of a Ph.D. degree or relevant terminal degree, or working towards that degree at the time of application.
- Able to demonstrate a specific need to conduct research in the Newly Independent States in one of the designated fields of study.
- Have a level of proficiency in written and spoken Russian or other relevant NIS languge that is sufficient to conduct independent research and engage colleagues.
