For example, in 1994 out of 1000 people in the age group of 25-29 years:
- 169 people had a higher education,
- 29 had not yet finished a higher education,
- 303 had a trade high education,
- 433 had a public school education,
- 69 had a secondary education,
- 3 people were starting on an education,
- and only 6 people had no education.
Five institutions for higher education are placed in Penza:
- the State Technical University,
- the Pedagogic University,
- the Academy of Agriculture,
- the Technological Institute and
- the Institute of Civil Building.
There are 13 colleges and about 70 public schools. Several private education institutions have been established in Penza recently.
Two theaters are located in Penza: the Regional Dramatic Theater named after A.V. Lynacharsky, and the "Little Eagle" puppet show. These theaters have their own buildings. There are also independent actor companies which perform on rented stages. The Penza State Circus is one of the oldest in the country.

There are several museums: the Museum of Local History, the Museum of One Picture, the Folk Art Museum, and the Museum of Contemporary Art named after V.E. Mejerhold. There is also the Region Picture Gallery named after K. Savitsky. The public libraries of the city hold more than 4.1 million books.
